Application of safeguards and their incidence in the footwear and leather manufacturing sector in Ecuador

Abstract
The objective of this research is to analyze the behavior of the application
of safeguards and their incidence on the commercialization of the footwear and
leather manufacturing industries, using econometric methods that show the current
situation of the country's economy and the possibility of contributing to its
development. The econometric software Gretl was used to develop the econometric
models of Ordinary Least Squares and Autoregressive Vectors, using secondary
data extracted from the state website of the National Institute of Statistics and
Census (INEC), the purpose of the econometric modeling is to infer the trend
behavior of the safeguards in the exports of the manufacturing sector under study.
Among the main findings, it can be evidenced that there is little participation of safeguards in the growth of the footwear and leather manufacturing sector,
according to the different modeling there is no evidence of a positive significance of tariffs on exports and imports, denoting little efficiency, which only leads to an increase in the final value of footwear due to high tax rates. Safeguards would only make the final good locally produced more expensive, due to the low development
of local intermediate inputs, which would be preferable to encourage companies to change the productive matrix, in order to enhance the growth of the local economy.
